Health, business and environmental justice groups are calling on Governor Newsom to veto AB 1122, AB 1296, AB 637 and AB 3179, which combined are a major threat to the state’s landmark clean truck and port pollution standards.

If Governor Newsom doesn't veto these bills by September 30, there could be a significant weakening of the ACF and CHC standards – impacting thousands of businesses, workers and communities relying on electrification of transportation and shipping to clean up California’s worst-in-the-nation air pollution, particularly in frontline communities living near ports and highways.

Why Lowering the Advanced Clean Fleet (ACF) Tractor Fleet Threshold to 10 is Necessary and Feasible

A new white paper from expert advocates finds that reducing the fleet size threshold for tractors to 10 in the high priority portion of the proposed ACF rule will:

  • Reduce NOx and PM 2.5 emissions by 16% and GHG emissions by 13% for tractors.2 

  • Significantly reduce driver misclassification for fleets from 10-50 by being protected by the “common ownership and control” language in the rule.
